AGENDA

NOTICE TO THE PUBLIC
Members of the public who wish only to view the meeting may watch the livestream of the Redevelopment Authority Citizen Committee (“RACC”) meetings at skwc.ngskmc-eis.net/granicus by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

The public may provide public comment in advance of a meeting by written submission to the following email address: planning@ngskmc-eis.net, or via mail to the Planning Division of the Carson City Community Development Department (“Planning Division”) at 108 E. Proctor St., Carson City, NV 89701. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

AGENDA

1.    Call to Order, Roll Call, and Determination of Quorum.

2.    Public Comment
The public is invited at this time to comment on and discuss any topic that is relevant to, or within             the authority of, the RACC, including any matter that is not specifically included on the agenda as an action item.

3.    For Possible Action: Approval of Minutes October 3, 2022

4.    Meeting Items:

4.A For Possible Action: Discussion and possible action to elect a Chair and Vice-Chair for calendar year 2023. (Hope Sullivan, hsullivan@ngskmc-eis.net)

Staff Summary: The RACC bylaws require elections of a Chairperson and Vice-Chairperson at the first meeting of the year to serve for the calendar year.

4.B For Possible Action: Discussion and possible action regarding the Fiscal Year (“FY”) 2024 Redevelopment discretionary funds tentative budget allocations and estimation of allocations for the following four years as recommendations to the Redevelopment Authority to implement Redevelopment objectives. Corrected Late Material: Corrected Staff Report, Corrected Redevelopment Authority Projection FY 23-FY 27, Corrected Capital Improvement Funding Requests

Staff Summary:  RACC annually makes recommendations to the Redevelopment Authority regarding the allocation of undesignated Redevelopment funds and certain discretionary program funds. RACC may recommend funding for certain projects and programs for FY 2024. The recommendations will be used by the Redevelopment Authority to consider budget allocations for the FY 2024.

4.C For Possible Action: Discussion and possible action regarding the expenditure of up to $22,197.50 from the Façade Improvement Program fund for façade improvements to the building located at 210 S. Carson Street, known as the Kaleidoscope, within Redevelopment Area No. 1.

Staff Summary:  The Redevelopment Authority approved a façade improvement program to assist commercial property owners within the Redevelopment District with improving the exterior appearance of their buildings. The City may match up to 50% of the total cost of the façade improvements up to a maximum of $25,000 per property. The applicant is proposing to install new windows and doors, install brick and stucco on the wall, install a portico over the patio area and stucco the chimney.  The improvement will be on the western façade of the building.  The applicant’s estimated total cost of the proposed improvements is $44,395.

5.    Discussion Only:
       Staff reports and updates on matters relating to the RACC. (Hope Sullivan)
                - Future agenda items for the next RACC meeting. 
                - RACC member reports and comments.

6.    Public Comment:

**PUBLIC COMMENT LIMITATIONS – The RACC will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Public comment may be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak.  Testimony from a person who is directly involved with an item, such as City staff, is not considered public comment and is not subject to the three-minute time limitation if imposed.
