NOTICE TO THE PUBLIC:

4. For Possible Action: Approval of Minutes – Open Space Advisory Committee meeting of September 18, 2023.

5.A For Discussion Only:  Review and discussion regarding Dylan Cooley’s Eagle Scout Project to realign a segment of trail on Lone Mountain. (Gregg Berggren, gberggren@ngskmc-eis.net)

Staff Summary:  Mr. Dylan Cooley will discuss his Eagle Scout Project on Lone Mountain. Dylan recently expressed to staff his interest in finding a project that involves outdoor restoration. A PowerPoint presentation will describe his proposal to decommission a steep and erosive trail on Lone Mountain and construct a more sustainable and user-friendly trail.   

5.B For Discussion Only:  Discussion regarding the 30% design plans for trail construction on the Carson River Trail System, Phase III – Prison Hill West project. (Gregg Berggren, gberggren@ngskmc-eis.net)   LATE MATERIAL

Staff Summary: This item is to solicit comments on the 30% design plans from the public and the Committee.  The project schedule is to complete final construction documents by the end of December 2023 and begin construction in spring 2024.

5.C For Possible Action: Discussion and possible action regarding the creation of an Open Space Advisory Committee member service recognition program. (Requested by Chair Mark Kimbrough)

Staff Summary: Chair Mark Kimbrough has requested further discussion regarding the development of an awards program to recognize achievements of past OSAC members from the last 5 years who have made important contributions to the Open Space program and deserve recognition.

**PUBLIC COMMENT LIMITATIONS – The Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment will be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, an applicant or a party to an administrative hearing or appeal, is not considered public comment and is not subject to the three-minute time limitation.
